In the following years the Czech Republic has a very good chance to attract a large amount of investment focusing on research and development in electrical engineering. Outsourcing of activities in industry in Western Europe and the USA is being shifted from assembling to design and development. This will result in increased demands for qualifications in the target outsourcing countries – particularly in Eastern Europe and Asia. The market of electrical/electronic products will continue to grow and the products will increasingly penetrate into other sectors. The traditional product development bases – i.e. the USA, the UK, Germany and Scandinavia – do not have the appropriate capacity. However, there will be a stiff competition from Asian countries and Russia in this respect.
Designers and constructers are key occupations that are expected to be in short supply over the long term. This shortage may restrict the development of the entire sector, and the same is true of ICT specialists. The predicted increase in the number of tertiary education graduates in technical disciplines can only partly eliminate this problem. We must bear in mind two aspects: firstly, only a small portion of the graduates will seek employment in the electrical engineering sector, and the second aspect is regional. It may not be a problem to get a high quality developer in Prague, Brno, Ostrava and Pilsen, but enterprises in “more remote” regions may face difficulties in this respect.
Moreover, for some time the labour market has been facing negative trends including the falling standards of the teaching of technical subjects (as early as basic school level). The quality of the teaching is insufficient and the level of students ’ knowledge in mathematics, logics, geometry, physics and chemistry often falls short of establishing solid foundations for further studies at higher levels and for employment in technical fields. Furthermore, there is insufficient interest in studying technical subjects and disciplines as compared to business and humanities. This is another reason why the supply of technicians fails to meet demand over the long term, and not much is changing as regards this mismatch due to growing demand on the part of companies.
Skill needs required:
Design Engineers are among most versatile occupations. Their technical and specialized knowledge must be at the right balance with the knowledge in law (security, the environment, and intellectual property protection), economics (feasibility studies, project budgets, sources of funding), project management (management of project stages) and human resources management (teamwork). They must have a high level of specific technical skills. They must be able to analyze and solve problems, think creatively, propose technical innovations and implement new methods. Moreover, they are normally required to have knowledge about the competitive environment, foreign experience and the most recently developed materials, methods and technologies. This is why a high level of foreign language skills is also required.
